The United States, China and India lead the world when tourism is measured by economic power. Ask where the industry creates the greatest employment opportunities, and Croatia, the Maldives, El Salvador and The Gambia each lead their income group. For tourism ministers making the case for more investment, the distinction matters. A sector can generate billions, but who gets a share of the work?
